Municipal Service District Created 1980
In 1980, as a strategy to fund public improvements, Swiss Bear worked with the City to establish a Municipal Service Tax District (MSD) in the core downtown area in which property owners pay an additional ad volorem tax on their property to fund public improvements.
Over the years, MSD monies funded 10 blocks of major streetscape improvements, trees, street furniture, several new parking lots and street banners.

Development of Bear Plaza
A vacant lot on Middle Street formerly occupied by a department store that burned down in the 1970's was the site of the first project funded in 1980 with Municipal Service Tax District money.
Bear Plaza was developed as a mid-block pedestrian park to connect with the newly developed interior parking lot known as Federal Alley.
