Before Revitalization (1970's)
A vacant lot on Middle Street formerly occupied by a department store that burned down in the 1970's was the first project funded with Municipal Service Tax District money.

After Revitalization (Today)
As a strategy to fund public improvement, Swiss Bear worked with the City to establish a Municipal Service Tax District (MSD) in the core downtown area. Property owners pay an additional tax on their property to fund public improvements downtown. The first project was development of Bear Plaza which connected to the interior block that was developed into what is now known as the Federal Alley parking lot. Over the years, the MSD monies funded 10 blocks of major streetscape improvements, trees, street furniture, several new parking lots, street banners and a public restroom.
